$14 Million for Community Grants
Under Toshiko’s leadership, the Port expanded the South King County Community Impact Fund to support communities facing economic and environmental inequities. In October, the Port Commission approved a $14 million grant program that funds initiatives for economic development and sustainability, reflecting her commitment to creating opportunities for underserved areas.
Addressing Childcare Needs
Recognizing the urgent demand for childcare resources, Toshiko spearheaded significant initiatives in 2024. A comprehensive needs assessment was completed, identifying gaps in childcare services, and five actionable strategies were developed to address them. The Port also allocated $550,000 in the 2025 operating budget to launch a navigator program for Seattle-Tacoma International Airport (SEA) employees, while exploring the establishment of an airport-adjacent childcare center.
ORCA Pass Pilot Program and SEA Moves
Toshiko led the approval of a plan to address the commuting needs of over 20,000 SEA workers. This includes studying the feasibility of providing free ORCA passes and implementing five new Port Transportation Management Association programs tailored to employees’ unique scheduling needs.
Decarbonizing the Cruise Industry
Toshiko was instrumental in driving initiatives to decarbonize the cruise industry. The Port set ambitious goals for shore power and clean technologies while implementing stricter regulations on wash water and waste discharge. Additionally, a pilot program for biofuel use in cruise ship operations was launched, reflecting her focus on environmental stewardship.
Anti-Human Trafficking Initiatives
Toshiko championed updates to the Port’s Third-Party Code of Conduct, requiring contractors, consultants, and suppliers to adhere to rigorous standards for human health, safety, environmental responsibility, and social equity. These updates reinforce the Port’s commitment to ethical and socially responsible business practices.
Protecting North SeaTac Park
This year, Toshiko played a pivotal role in initiating the process to permanently protect North SeaTac Park, ensuring its preservation for non-airport purposes. She collaborated with the City of SeaTac through the Joint Advisory Committee to set a firm timeline for determining the park’s future. This effort underscores her dedication to safeguarding community green spaces.
Enhanced Healthcare Benefits for SEA Workers
Toshiko championed the effort to explore enhanced healthcare benefits for SEA workers, recognizing the importance of health and safety in workforce retention and business outcomes. This initiative, developed in collaboration with unions and workers, highlights the Port’s commitment to supporting essential personnel.
Free Hygiene Products for Travelers
Under Toshiko’s guidance, the Port introduced free hygiene products for travelers and visitors to Port properties, a small but significant step in improving public accessibility and dignity. This initiative was funded through airport revenues without impacting the public tax burden.
Sustainable Airport Development
In 2024, the Port approved a $5.6 billion Capital Improvement Plan (2025–2029) focused on infrastructure updates, community development, and advancing Sustainable Aviation Fuels (SAF). Toshiko’s leadership ensured that these projects align with the Port’s sustainability goals while operating within its existing footprint.
Land Stewardship Plan
In 2024, the Port launched a groundbreaking Land Stewardship Plan to enhance the care of its lands. Toshiko celebrated the initiative by participating in the planting of 250 native tree and shrub saplings at the Des Moines Creek Restoration Site, a step that will benefit the community and environment for generations to come.
